! Tag popup does not redraw when tag is entered by number

Problem: The "inactive" tags, along the bottom of the headers field are visible only until I add or remove a tag using the digit associated with that tag. Then it shows only the active tags.
To duplicate:
Add a tag by clicking on it. Observe it move left and become solid background. Remove it by clicking on it, watch it become an outline in it's expected "inactive" location. Everything works as expected.
Now add a tag using a digit associated with it. For instance, my tag 'Personal' is associated with digit 2, "admin" is associated with digit 3. Press 3 and note that ONLY the highlighted "admin" is displayed: No inactive tags are shown. Press 3 again and see that no tags at all are displayed. Press 2, then 3: Both the tags appear, solid background, but no inactive tags are shown. Pressing 2, then 3 (either order) works to remove the tags, but does not reshow the inactive tags. Any tags associated with digits can be used in this way, not just the two examples.
Expected behavior: Adding or removing a tag using a "hot digit" should behave exactly as doing it by clicking with the mouse.
Work around #1: Force a redraw within Thunderbird. You may select a different message, then come back.
Work around #2: Press on an active tag using the mouse. It will become inactive and the whole line of tags will be redrawn. If there are no active tags, simply press 1 then click the tag that shows.

Reproduced. It may be a limitation of MailExtensions API. Need investigation.
