! tag toolbar doesn't put newly created tag in tag list bar

!! Description

If we create a new tag to a mail, we are working on that mail/ thread and we need to refer to that newly created tag often in next few days, till that thread is done with.

but, when we create a new tab, tag toolbar doesn't put newly created tag in the top tag list bar.

Update tag toolbar by the context menu.
