I selected "0" in the maximum number of toolbars preference, hoping that this would mean that I would be able to see all of the tags at once, even if they wrapped to multiple toolbars. I restarted Thunderbird (3.1.11) and don't see any difference. What is this feature supposed to do?

Fixed in 0.8.34.
